- Any approvals for pre-birth court orders must come directly from Office of Legal Counsel.
- Kylee Higgins indicated that legal counsel (who is now gone) prefers to have an order issued from a Pennsylvania court because an out-of-state court does not hold appropriate jurisdiction over another state’s birth records.
- They can no longer guarantee that a pre-birth court order issued in California would be acceptable for an assisted conception birth occurring in Pennsylvania.
